Im trying to add arabic language, i added file symfony/apps/orangehrm/i18n/messages.ar_EG.xml , but i canti find the language in admin/configuration

The name of the file should be renamed as "messages_General.ar_EG.xml", then it will appear in the Admin -> Configuration -> Localization.
